農會乃法人之組織，究其宗旨在保障農民權益，提高農民知識技能，促進農業現代化，增加生產收益，改善農民生活，發展農村經濟，依組織言，除會務、會計等管理部門外，尚分設推廣、供銷、信用、保險等業務部門，就服務品質言，農會各類事業之總盈餘分配，除彌補虧損外，應提撥62%為農會推廣訓練及文化福利事業回饋農村，提高農民知識技能增加生產，繁榮農村。
